With reference to paragraph 3 of my confidential

despatch of the 4th November, I have the honour to submit for the signification of His Majesty's pleasure the following Ordinance

As I explained in the despatch under reference the decision to deport or intern the German residents in the Colony necessitated the liquidation of the German firms which had con- tinued to trade under licence, and the immediate introduction of legislation to place this operation on a definite legal basis. This bill had, therefore, to be introduced at very short notice and was not intended to be a comprehensive measure. It was anti- cipated that it would be necessary to supplement it at an early date by the light of experience gained in the liquidation. I held back the Ordinance in order to send it to you together with the amending Ordinance.

The bill was passed unanimously through all stages by the Legislative Council on the 27th October and I invite your attention to the Attorney General's speech on introducing the
